Stephanie Cabell

Stephanie Cabell joined the U.S. Department of State in October 2006 and serves as a Senior Program Analyst and Evaluation Lead in the Bureau of Budget and Planning (BP).  In this capacity she assists BP in implementing the Department’s Evaluation Policy and associated guidance and procedures.  She is also actively engaged in efforts to institutionalize a culture for conducting and using evaluations for decision-making at the Department of State. 

Prior to joining the Department of State, Ms. Cabell worked for nearly 20 years at the U.S. Department of Labor’s Employment and Training Administration as a performance management specialist where oversaw performance analysis and reporting of workforce development activities. 

Ms. Cabell received her undergraduate degree from the University of Massachusetts at Amherst, graduating with honors as a German Literature major with a concentration in European History.  She is a former Fulbright Scholar and has done graduate work at Lesley College in Cambridge, MA, at the University of Heidelberg in Germany and at Heidelberg’s Institute for Translators and Interpreters.  

Ms. Cabell resides in Alexandria, Virginia. She’s also an avid choral singer, having sung with large and chamber ensembles in Germany, Boston and Washington, DC. Most recently, she was on the board of directors of Cantate Chamber Singers
